 宁衍诏，笔名髯公，字墨童，号布衣居士，墨宝堂主人。(曾用名宁欣，字鲁人，号泰山书生)。祖籍山东新泰人，定居辽宁省丹东市。现为中国徐悲鸿画院特聘书画家。其作品多次被美国、加拿大、德国、法国、日本、韩国、新加坡、越南、泰国等国际政要和名人收藏。首次提出“四尽”书法观点，即:一是笔尽:在中锋运笔的基础上，充分利用毛笔柔软多变的特性，尽量把笔锋发挥到极致;二是墨尽:在墨分五色的基础上，充分利用水墨润泽细腻的特性，尽量把墨色发挥到极致;三是情尽:在读懂内容的基础上，充分利用情绪激励宣染的特性，尽量把情愫发挥到极致;四是意尽:在融会贯通的基础上，充分利用意念放荡无羁的特性，尽量把意蕴发挥到极致。即拓展了书法艺术内在的时空感，又丰富了书法艺术外延的超越性。
